• a licensed school hostel manager or other personnel that can be liable for international students in various licensed hostels
• a homestay caregiver

Those who want to enroll international students must sign the Code of Practice (irrespective of age and year of study). A signatory does not fully manage the activities of international students outside of the enrolment period. A signatory may choose to assume liability and may have obligations, but they are only liable under the Code of Practice for international students during the enrolment period.
In order for the beginning and end of the enrolment to coincide with the dates of the guardianship stay in New Zealand, it is crucial to be clear and certain about both of those points.

However, they are not permitted to study in term 1 of a school year if they have taken a single period of study in the previous year's fourth term. Furthermore, students who attend school/college/university for more than two weeks or pay tuition must be enrolled at an institution that has been designated as a contracting party to the Pastoral Care Code of Practice for International Students. Furthermore, the majority of students would choose to study under guardianship in New Zealand for more than three months, necessitating the need for a student visa. International students can only attend academic institutions that have been accredited by the Ministry of Education. In addition, schools that offer education for more than three months must sign the Code of Practice for the Pastoral Care of International Students. The Ministry strongly advises to submit visas 2-3 months before the expected travel date or the program starting date due to not being able to process applications that are submitted more than 3 months before the studying and starting guardianship in New Zealand.  

End of Guardianship in New Zealand
